Beginners' Questions No underline in menu items on Linux

Most programs have the menu items underlined so that you can navigate them quickly with the keyboard. For example Palemon has the F in File underlined so that if you press alt+F the menu opens, and the items are also underlined so that if I want to Restart Palemon, I press R, the whole combo being alt+F > R

For some reason Inkscape doesn't have either the menu or the items underlined, even though it supports this kind of navigation as well (e.g. alt+E > N opens the Edit menu and the Clone submenu). I don't know if it's a Linux thing because I also have the program installed on a Windows system and haven't checked. But other Linux programs are showing the underlines so perhaps it's an Inkscape problem. Can any Linux user tell me if this is normal? How do I make it show the underlines?

    Thank you

I also noticed that the keyboard shortcut for preferences (Ctrl+Shift+P) is not showing in the Edit menu
