Depends on how it's generated. Some apps convert text to Path objects during PDF-export - then it is no longer editable text. You have to try to find out.
Inkscape 1.1 works fine on my macos 11 big sur M1 macbook air--and appears to generally work better on the M1 than the intel machines. Though note I haven't used them side-by-side due to the poor performance of the intel macbook pro compared with m1 air which ledย me to stop using the pro entirely.
