Create columns with the rectangle tool - combine them - select with Text object and go Text->Flow into frame.
To get the padding objects to work select them with the flowed text (not the text box) and go Text->Set Subtraction Frames. Use the node tool for further adjustments.
Hi, I have the exact same problem. I need the text to go till the end of the first box and then continue in the top left hand corner of the second box but the first line goes till the edge of the first box then continue in the the top left hand corner of the second box just like Imppao's image is showing. Is there any way to correct this? Thank you.

It's works but I have a problem. The text don't start at the end of the next page. Perhaps it is not possible on this inkscape version ?!

It worked for me when I did not combine the two rectangles. I just selected both rectangles and the text and it flowed the way it should
