Inkscape is definitely the right tool, but it's not simple. Luckily for you, I'm not busy today.

Start with some very basic geometry. I see ten wedge shapes rotated around a semicircle, so each wedge angle is 180/10 = 18 degrees. The text is rotated to the centre line of each wedge so it's tilted by 18/2 = 9 degrees.

First Activate the text tool [t] and create a single line of text.
Activate the pen tool [b] and draw a horizontal line.
Open the Align and Distribute dialog [shift+ctrl+a] and centre the text and line horizontally and vertically.
Group them [ctrl+g] and create a clone of the group [alt+d].
Open the Transform dialog [shift+ctrl+m] and rotate the clone by 9 degrees.

Draw another horizontal line and Duplicate it.
Open the Transform dialog [shift+ctrl+m] and rotate the duplicate by 18 degrees.
[Enable Snapping > Nodes > Cusp Nodes].
Move the rotated line to the horizontal line to create a wedge shape.
Select both lines with the node tool [n].
Select the overlapping nodes and in the toolbar [Join selected nodes].

Align the the text clone to the wedge.
    Select both and group [ctrl+g].
Move the rotation centre of the group to the lower left corner, the apex of the wedge.

    Now for some magic.
[Edit > Clone > Create Tiled Clones...]
    [Rows, columns: 1 x 20].
(10 wedges in a semicircle is equivalent to 20 wedges in a circle.)
[Shift] [Per column: Shift X: -100%] to place each clone on top of the previous clone.
[Rotation] [Per column: 18º] to rotate each wedge from the previous.

Hopefully you'll see a circle of wedges with text. Delete the 10 clones in the left semicircle. You can change the radial text position by opening the original parent group and moving the original text. You can adjust the wedge size by opening the second parent group and stretching the wedge with [ctrl+drag] to preserve the aspect ratio.

Draw the centre circle with the ellipse tool [e] and add the centre text.

Select these and the clones and create a group [ctrl+g].

Nearly there. Create a frame for your drawing. Draw a rectangle [r] over your group. select the rectangle and the group then [Object > Clip > Set Clip].

At this point every cloned wedge is the same colour and contains the same cloned text. Open the group [double-click] and select everything [ctrl+a]. Unlink the wedge clones [shift+alt+d]. Ungroup everything [shift+ctrl+g]. Unlink the text clones [shift+alt+d].

Now, at last, you can edit the text and change the wedge colours.

Thanks for the help Paddy..It's too much to consume for me as a begineer though i tried my level best as you suggested but got stucked here.

Outer lines got unevened and my Rectangle cannot clip it.

It looks like you got close to completion. Your upload is docx format so I can't see what you did in Inkscape. Can you upload the svg file too?

You're nearly there, I think. Maybe the attached screen recording will help. It's slightly different to my written instructions. (I forgot to mention moving the rotation centre of the wedge shape.)
