I would like to use a silhouette of an elk but have the American flag as the silhouette.  Can anyone help?

Put the elk on top of the flag - select both and go Object->Clip->Set Clip. Maybe like so?

    👍

Select "Elk" and go Filters->Colors->Invert hit Apply. Move to the right spot and add flag to selection - then go Object->Mask->Set Mask.
