I am not sure why this happening. I attached a sample to show what I mean. When I got to Union two lines with rounded caps, the caps turn to square. I am not sure what I am doing wrong. Any suggestions?
Your starting lines are open curves. When you used [Path > Union], Inkscape closed the curves and then combined them into a single shape. To see what's happened, select the "union" shape then take the node tool [n] and [click_drag] one of the red paths. Perhaps you need to use [Path > Combine] instead.
I don't this has been changed recently, but my memory isn't perfect.
Your line segments are open paths with (presumably) two nodes. The union operation only works with closed paths so Inkscape's first step is to close any open paths in the selection by adding a segment connecting end nodes to corresponding start nodes. In the case of a straight line, this closing segment lies over the original path since the nodes are collinear. The round line caps disappear because closed paths have no line endings. Your image isn't showing square line ends, but square (or miter) line joins. Try changing the line join to round.

Yes the Combine will work, but the point is the Union no longer works, instead it changes.
Hi. From the Fill and Stroke panel you can change the style of the stroke.
