I have two computers, both Windows 10 64bit. On one computer I can draw a rectangle easily, just as shown in the instructions. On the other, all I can see is a path (dotted lines). I have uninstalled and reinstalled, once with the Windows package, and once with the EXE package. Neither has solved the problem. Please could someone suggest what I should do?

Go Inkscape Preferences->System->User preferences: and hit "Reset Preferences" and restart Inkscape.
Most likely you have no stroke width/color enabled or transparency is in the game.
