Maybe save copy as PDF and check if the groups are gone when you open the new PDF. Use the XML-editor to check before and after, clippaths is found in defs.
Aero explains that the objects that are not displayed in browsers are the ones that are clipped using a group as a clippath and not a path as a clippath.
One slow method is to open object's panel (ctrl + shift + L) and check for objects that are clipped (a small scissor is displayed on object's icon), select them and right clic > release clip. The object stays unchanged (magic of unnecessary clips...) and a black filled group appears above : select it and delete it. Repeat.
Another method is to select all clipped paths in one go, using search and replace panel (ctrl + F) and type in Find: field #clipPath and press on find button (bottom of panel) : this selects all clipped paths.
Then group them (it's a group of clipped paths, let's name this group myGroup) for ease and select all clipped paths inside again and make a right clic on one in object's panel and do release clip. Delete all created groups inside mygroup . Eventually ungroup mygroup.

Whenever I open this file in any SVG viewer, the only elements that appear are the text, rectangles and arrows.
I've looked through the XML code but couldn't pinpoint anything.
If it helps, the file was originally a shapefile (.shp) that was exported as an SVG from ArcGIS Pro.
