Baffled by this problem which has been troubling me for probably years.
On one of my computers, the laptop (computer A), I can draw a text box with the text tool, and then resize that text box afterwards. Very useful and nice.
On my other computer, the desktop where I do the majority of my work (computer B), exact same version of inkscape, Inkscape 1.3.2 (091e20e, 2023-11-25, custom): If I draw a text box, there is no resize handle. Ever.
If I just click on either computer, a text box with awkwardly resizable width is created, but not resizable height.
Really bizarrely, files created on Computer A with resize handles keep those resize handles when the file is opened on Computer B. I can even duplicate them to make more resizable text boxes.
But nothing I've ever done, no setting or click method has ever produced a resizable text box on Computer B.

Before proceeding further, I'd reset the preferences and restart Inkscape on both machines
