How to Change Ellipse node(s) location WITHOUT ADJUSTING ELLIPSE SHAPE?
A website says to select the Node(s) then move along Path using Ctrl/Shift+Drag.
That doesn't work for me.

The control points (nodes) of an ellipse are used to calculate the shape of the elliptical arcs. Moving a control point will change the shape.
Maybe I misunderstood the question, or maybe you need a different source for your tutorials.

I don't know how to get a node to move along an ellipse's path, but maybe this workaround for precise node placement:
This WORKS FOR ME!!!!
Create Ellipse using Rectangle Tool, NOT Ellipse Tool.
-Create Rectangle.
-Select “Object to Path” (Ctrl/Shift-C).
-Select “Nodes” (N).
-Select All Nodes (Ctrl+A).
-Insert New Nodes into Selected Segments as many times as Needed.
New Nodes will Enter Halfway Between 2 Selected Nodes.
-Unselect All.
-Select Nodes to Adjust Position.
-Change Nodes Type as Needed.
-Double Click (Make selected nodes Corner) if Needed.
-Select and Delete Nodes as Needed. (Delete).
-Select Selector Tool (S).
-Deselect (Click on Page).
