After I create a shape (a rectangle in the video, but this applies to any object, even an image) I can't modify the size or rotation at all. I can move it though (I know that the layer is not locked).
Be aware that your video isn't showing, and there's no link to it. Can you upload it somewhere that we can get to.
I can't think of any reason for this behaviour off the top of my head. Maybe the video will make things a bit clearer. I'll ask some obvious questions anyway:
What version of Inkscape, on what OS. Where did you get it from, and how was it installed?
Are you creating the rectangle with the rectangle tool, or by drawing a rectangular shape with the pencil or Bezier tools?
Are you trying to resize and rotate using the Selection tool (F1)?
With the object selected, do you see the eight double-ended arrows around it for resizing? If you click it again, do they turn into the rotate/skew arrows?
With it selected, does it rotate if you press the '[' and ']' keys?
Do you have snapping enabled? Try toggling it on and off with the '%' key, and see if that makes a difference.

Ah, I reinstalled it using version 1.0 (still from source) and it works fine. Thanks for your help anyway though! 😁
