@Aero Thanks for the info and apologize for the belated reply. Life has a way of interfering. Downloaded the zipped file and verified file integrity, extracted it. and it still doesn't work.
As for @Patrick Storz's post, there are no errors reported by 'inkscape.com'. I will keep exploring other reasons for the failure by following the steps outlined in the FAQ..
This issue is with an 8th generation Intel desktop with 16GB RAM with dual boot Windows 10 Pro version 1909 and Linux Mint Cinnamon 19.3. The Linux version is fine.
Also successfully installed the complete option of the .msi package on an AMD CPU laptop with 8gb of RAM with Windows 10 Home version 1909, (but a different build number).
Note, all versions other than the PortableApps.com versions store their preferences in a shared Inkscape folder in %appdata%, if you want to clean up even more.
@brynn, The first of the two threads were made immediately after registration. Afterwards, I couldn't find it so I created the second post. Then realized that the posts of new members are held back for approval. Sorry about the mess. Is it possible to merge the two?
Reinstalled Inkscape 9.2.4 three times and it won't start. It only works in Linux Mint. How can I track down the problem?

Have you tried the Microsoft Store version, or the 0.92.x version?

Yes, I also tried the Inkscape.exe 92.3. There was no difference. I am also consulting with Windows 10 sources.
