You can go to Edit menu > Preferences > Spellcheck. There, you can select your language. I assume there's an option for portuguese - it's a huge menu!
Oh gosh! But I don't think I see Portuguese there.
I wonder if the upcoming version 1.0 will have more options? I'm not familiar with the Release Notes, but here they are, and you can look through them. http://wiki.inkscape.org/wiki/index.php/Release_notes/1.0
We do not bundle all available dictionaries as this would significantly increase installer/download sizes.
You can ad pt_BR by extracting the attached file into the folder "inkscape\lib\aspell-0.60":
I'm running the 1.0 flatpak and have no languages installed, not even English.
