I usually select all, lock the H & W in the controls bar and type in the desired size.

Thank you very much but I mean changing the measuring units when I am opening the SVG file as shown on the previously sent screenprint. Not when the file is opened on Inkscape. That is easy, but what I meant is before I open the file. Thanks again.
